1 Site Preparation
How much of the site needs to be cleared and prepped?
2 Mass Earthwork
Rough cut/fill volume. If you don't know, estimate ~1 ft of cut/fill per acre as a baseline.
3 Roads
Total feet of road. Standard subdivision road = 22 ft wide with curb both sides. Specs are 8" base + 4" asphalt.
4 Sidewalks & Ramps
Standard residential sidewalk is 5 ft wide, 4" concrete.
5 Storm Drainage
Total feet of storm pipe and number of drainage structures. Default pipe is 18" RCP Class III.
6 Sanitary Sewer
Default sewer main is 8" PVC at typical depth. Laterals are estimated at $2,600 each (custom line, not TDOT).
7 Water Main
Default is 8" DIP slip-joint water line, typical residential subdivision sizing.
8 Erosion & Sediment Control
Required for nearly any disturbed site. Silt fence around perimeter, seeding after grading.
9 Retaining Walls optional
Skip if not needed. Default pricing $125/SF (TDOT Region 2 retaining wall avg).
10 Parking Areas optional
For commercial / multifamily projects. Same pavement spec as the road default (8" base + 4" asphalt).
11 Project Overhead optional
Mobilization, layout, surveying. Defaults are TDOT Region 2 averages.
Standard assumptions applied by Simple Mode:
Roads: 8" mineral aggregate base (TY A Grading D) + 4" ACS PG76-22 Grading D asphalt + extruded sloping curb, +3 ft base / +2.5 ft surface shoulder.
Sidewalks: 4" concrete sidewalk (701-01.01).
Storm: pipe class III concrete, manholes 4-8 ft depth.
Sewer: gravity sewer at 0-6 ft depth, manholes 4-8 ft.
Water: 8" DIP slip-joint as default.
Erosion: silt fence with backing, inlet protection Type A, blanket Type I.
All prices = TDOT Region 2 avg where available, STATE avg fallback. Switch to Advanced for any of these.

Source & Methodology: Pricing extracted from Average Unit Prices - 01JAN2025 thru 31DEC2025 - Awarded Contracts, Tennessee Department of Transportation. The catalog covers horizontal civil work: clearing, demolition, earthwork, erosion control, asphalt and aggregate base, concrete pavement and flatwork, curb and gutter, retaining walls, storm drain pipe and structures, sidewalks and ramps, utilities (water, sewer, gas, power, communication), guardrail, fencing, signs, pavement markings, and roadway cleanup. When Region 2 had no data, the calculator falls back to STATE average (orange tag). Vertical structural items (bridges, prestressed beams, drilled shafts, piers, bridge decks, structural steel, ITS, fiber-optic) are excluded. Markup and Contingency are user-defined. Items typical to private land development that are not bid through TDOT (underground stormwater detention, monument signs, decorative landscaping) must be added via the "Custom item" button.
